The new legislation "excludes criminal liability for the use of weapons or direct force in violation of the rules" by security forces if there was a threat to the security of a person or the country.
The bill has yet to be signed by the president. However, activists have expressed concern that police, border guards, and soldiers will now be able to act - or even kill - irresponsibly.
As noted, the document was introduced after a Polish soldier was fatally wounded with a knife on the Belarusian border.
Poland, a member of NATO and the EU, has accused its ally Moscow of what it calls attempts to smuggle thousands of people from Africa into Europe by flying them to Russia and then sending them to the Polish border with Belarus.
Poland says Belarus allows migrants to cross its border as part of a "hybrid war" with the EU.
Earlier this month, Poland said it would increase its military presence and defense fortifications along the Belarusian border due to "constant provocations.
