Mandatory IDs and tokens - Rada considers new rules for TCC identification

Draft law No. 15176 will oblige TCC employees to introduce themselves, carry tokens, and show their IDs. This will help distinguish real military personnel from fraudsters in uniform.

Draft law No. 15176 has been submitted to the Verkhovna Rada of Ukraine, which provides for amendments to the Law of Ukraine "On Military Duty and Military Service". These changes envisage ensuring visual identification of military personnel of the TCC and SP and confirming their powers, UNN reports.

Details

This document proposes to amend Article 7 of the aforementioned law. The explanatory note to draft law No. 15176 states that when addressing a person, a TCC serviceman will be obliged to state his surname and position, and to present his service ID upon request - without handing it over, but with the possibility of reviewing the information.

In the absence of a unified and mandatory means of individual identification for TCC and SP servicemen, citizens are deprived of the opportunity to quickly distinguish authorized persons from those who illegally imitate their activities. This negatively affects the level of public trust in the activities of the TCC and SP, complicates the exercise of their powers, and creates grounds for social tension. At the same time, providing means of individual identification for TCC and SP servicemen will help increase citizens' ability to protect their rights in the event of offenses committed by specific servicemen.

The purpose of the draft law, according to the aforementioned explanatory note, is to improve the legal regulation of individual identification of TCC and SP servicemen. This will contribute to:

  • ensuring clear individual identification of TCC and SP servicemen during the performance of their official duties;
    • making it more difficult for unauthorized persons to use military uniforms to commit illegal acts under the guise of TCC and SP servicemen;
      • ensuring the possibility of prompt and reliable identification of TCC and SP servicemen;
        • increasing the level of accountability and personal responsibility of servicemen in case of disputed situations or incidents;
          • strengthening public trust in the activities of the TCC and SP.

            Recall

            Prime Minister Yulia Svyrydenko stated during the question hour to the government in parliament that the TCC reform is being worked on in the relevant ministry. It is currently being discussed within the government and is not yet ready for external discussion.
