Dmytro Lubinets, the Parliamentary Commissioner for Human Rights, stated that he would send appeals to the heads of law enforcement and security agencies demanding large-scale inspections of the activities of the Territorial Recruitment and Social Support Centers (TCCs and SPs) in Zakarpattia Oblast. I demand a large-scale inspection of the TCCs and SPs in Zakarpattia. When the truth becomes inconvenient, attacks begin against the person who has made it public. Recently, I have observed a very revealing pattern in this regard
According to the official, whenever law enforcement agencies detain officials or notify them that they are suspected of violating human rights or committing possible criminal offenses following monitoring visits, information attacks take place instead of accountability.
Not refutations of the facts. Not the elimination of violations. But information attacks against the Institution of the Commissioner, against me personally and my regional representatives. For me, this development came as no surprise. In just the past week, so-called "activists" became active simultaneously in several regions, suddenly beginning to defend individual TCC and SP employees and question the results of our monitoring visits
In particular, according to him, the situation in Zakarpattia raises the most questions. Dmytro Lubinets notes that he has been systematically speaking about problems in this region since 2023 - from the moment the head of the Zakarpattia OTCC and SP was appointed.
During this time, we repeatedly recorded corruption risks and numerous human rights violations. It would seem that the result should have been a proper legal assessment and accountability. Instead, we saw something else - a planned campaign to discredit our work
According to the Ombudsman, the head is first dismissed and then returned to the same position, but as an acting official for 30 days, after which this period is extended.
By the way, back in December 2025, the Security Service of Ukraine conducted searches at his premises and found large amounts of money of unclear origin, yet almost three months later the person was back at his workplace. Fantastic, isn't it? Such an "acting" appointment looks very much like a way to circumvent the law! Who and why allows such a practice? Who assumes responsibility for such decisions? And most importantly - who is covering up this situation?
Against the backdrop of this situation, Dmytro Lubinets reported that he would appeal to the Prosecutor General of Ukraine, the Commander-in-Chief of the Armed Forces of Ukraine, the acting Minister of Defense of Ukraine, the State Bureau of Investigation, the acting Head of the Security Service of Ukraine, and the Minister of Internal Affairs of Ukraine, demanding large-scale inspections of the activities of the TCCs and SPs throughout Zakarpattia Oblast.
I demand an end to the practice of appointing acting officials for 30 days with constant extensions of such appointments, a proper legal assessment of the activities of the head of the Zakarpattia OTCC and SP, and an inspection of the activities of the heads of all district TCCs and SPs in Zakarpattia Oblast, where violations of human rights have been repeatedly recorded during our monitoring visits. The law must apply equally to everyone - regardless of position, rank, or region. If there are violations, there must be accountability. And one more thing. I want to assure everyone who expects to force us into silence through pressure or information campaigns: this will not happen! No media attacks, personnel manipulations, or attempts at discreditation will stop our work. We will continue to fulfill our duty - to protect the rights and freedoms of every person in Ukraine
