Lack of seniority for pension: how to buy it and what is important to know

Ukrainians can buy seniority through a one-time payment or monthly contributions by contacting the tax office. The minimum monthly payment is 1902 hryvnias.

You can buy back years of service – and this is a simple way to solve the problem if you don't have enough years for a pension. In fact, you pay the single social security contribution for the periods when you were not officially employed, and thus add them to your insurance record. This was reported by the Tax Service of Ukraine, writes UNN.

One-time payment for past periods

You can immediately pay for the years of service for the months you did not work. In 2026, the minimum single social security contribution is UAH 3804.68 for each month. The amount must be paid in full – within 10 days after signing the agreement.

Voluntary participation (monthly payment)

You can sign an agreement for at least one year and pay contributions monthly. In 2026, the minimum single social security contribution is UAH 1902.34 per month.

Where to apply and what documents are needed

To conclude an agreement, you need to contact the tax service at your place of residence with a corresponding application for concluding an agreement (in electronic or paper form).

The application must be accompanied by:

  • a copy of the identity document; 
    • a copy of the employment record book (if available); 
      • a certificate of insurance record (form OK-5). 

        Additionally

        If you are a member of a personal peasant farm and do not belong to persons subject to compulsory state social insurance, an additional document confirming membership in a personal peasant farm is required.

        For a domestic worker – a copy of the employment contract

        It is important to know:

        • at the time of concluding the agreement, you must not be subject to compulsory state social insurance;
          • you can buy back years of service only for periods when you were not officially employed and did not engage in entrepreneurial activity;
            • if you were insured but did not pay contributions (for example, due to benefits), such years of service cannot be bought back;
              •  citizens from 16 years of age can conclude an agreement.

                Failure to comply with the terms of the agreement may lead to its unilateral termination, which, in turn, deprives the right to conclude such an agreement in the future.

                What is an insurance record and why is it important

                An insurance record is the basis of social protection. It determines the right to a pension, sick leave, unemployment benefits and other social payments.

                Where to check your record

                You can check your insurance record online through the portal of the Pension Fund of Ukraine in your personal account (using an electronic signature).

                There you can find information about:

                • insurance record;
                  • salary from which contributions were paid;
                    • data from the electronic employment record book;
                      • whether the employer pays contributions on time.
