In the Odesa region, a scheme for the illegal acquisition of budget funds under a state program for supporting farms has been uncovered. According to the investigation, participants in the scam received millions in subsidies through fictitious data on livestock numbers, while real farmers were left without funding. This was reported by the Office of the Prosecutor General, according to UNN.
Under the procedural guidance of the Odesa Regional Prosecutor's Office, a scheme for the illegal acquisition of budget funds under the state program for supporting farms has been exposed
Suspicion has been served to the head of a district state hospital of veterinary medicine who, according to the investigation, together with a local entrepreneur and accomplices, registered non-existent goat and sheep livestock under straw persons, entering false data into the Unified State Register of Animals.
Subsequently, through the State Agrarian Register, the participants of the scheme applied for subsidies — 2,000 UAH for each head of livestock. In just a few months of 2025, they illegally received nearly 1.5 million UAH in budget funds. The total scale of damages could reach tens of millions of hryvnias.
The program primarily included fictitious farms, while real farmers in the Odesa region remained without state support.
The official has been notified of suspicion under Part 2 of Art. 364 and Part 2 of Art. 366 of the Criminal Code of Ukraine. Her accomplices are also charged with aiding and abetting, and fraud.
