11 heads of diplomacy, including the Group of Seven, expressed serious concern about the DPRK's deployment of thousands of troops to Russia for potential use in the war against Ukraine, saying that this move would mark a dangerous expansion of the conflict and that they are working with partners "on a coordinated response to this new development," UNN reports, citing a statement issued by the Japanese Foreign Ministry on November 5.

"We, the foreign ministers of Australia, Canada, France, Germany, Italy, Japan, the Republic of Korea, New Zealand, the United Kingdom, the United States, and the High Representative of the EU, express our serious concern about the DPRK's troop movements to Russia, potentially for use on the battlefield against Ukraine," the statement reads.

The statement said that "several thousand DPRK troops have been deployed to Russia." "The DPRK's direct support of Russia's aggressive war against Ukraine, in addition to demonstrating Russia's desperate efforts to compensate for its losses, would mark a dangerous expansion of the conflict with serious consequences for peace and security in Europe and the Indo-Pacific region. This would be another violation of international law, including the fundamental principles of the UN Charter," the statement said.

"We condemn in the strongest terms the growing military cooperation between the DPRK and Russia, including the DPRK's export and Russia's illegal acquisition of DPRK ballistic missiles in violation of numerous United Nations Security Council (UNSC) resolutions, and Russia's use of these missiles and munitions against Ukraine. Receiving or providing DPRK soldiers with any training or other assistance related to the use of ballistic missiles or weapons is a direct violation of UN Security Council Resolutions 1718, 1874, and 2270. We are also deeply concerned about the possibility of any transfer of nuclear or ballistic missile-related technology from Russia to the DPRK in violation of the relevant UN Security Council resolutions. We call on the DPRK to stop providing assistance to Russia's aggressive war," the statement reads.

The heads of diplomacy of the 10 countries and the EU stated that they "reaffirm our unwavering commitment to support Ukraine as it defends its freedom, sovereignty, independence and territorial integrity.

"We are working with our international partners on a coordinated response to this new development," the statement said.
