Every second Ukrainian supports European rules for removing dangerous content - study

An Active Group survey showed that 56.1% of Ukrainians support European standards for content removal, although support has decreased from 67.2% in May. At the same time, 53.9% of respondents do not feel protected from dangerous content on the internet.

More than half of surveyed Ukrainians are ready to support rules for removing illegal and terrorist content that meet European standards. At the same time, the majority of respondents do not feel protected from dangerous content on the internet. This is evidenced by the results of a study by the company "Active Group", reports UNN.

According to the survey, over the past year Ukrainians most often encountered disinformation on the internet — 58% of respondents reported this. Another 56.1% encountered fraud and phishing, and 45.9% saw hate speech.

The dissemination of personal data without consent was noticed by 22% of respondents, calls for violence by 21%, radical content by 19.3%, and terrorist content by 15.5%. At the same time, 23.4% of respondents said they had not encountered such content.

Furthermore, only 37.7% of respondents feel protected from dangerous or terrorist content online. In contrast, 53.9% said they do not feel protected, and another 8.4% could not decide on an answer.  Compared to May, the sense of security has slightly increased (34.5%), while the share of those feeling unprotected has decreased (56.6%).

Support for European rules has declined

According to the study results, 24.2% of Ukrainians support rules for content removal under European standards, and another 31.9% answered "rather yes". Thus, the overall level of support is 56.1%. Opponents account for 27.2%: 16.3% answered "rather no", 10.9% "no", while 16.7% were undecided. Total support decreased from 67.2% in May to 56.1%, while the share of opponents increased from 16.6% to 27.2% over the same period.

Today, Ukrainians are essentially telling the state: we are ready for a tougher fight against dangerous content, but not at the cost of our own rights and freedoms. This is a very important signal for lawmakers. The study shows that society supports the European approach to regulating the digital environment, but expects maximum transparency of decisions and independent oversight of their implementation. Only under such conditions will mechanisms for combating illegal or terrorist content have a sufficient level of public trust

Whom they trust to remove content and what risks they fear

Most often, Ukrainians are ready to entrust the identification and removal of illegal or terrorist content to the SBU — this option was chosen by 39.7% of respondents, although in May this figure was 44.3%. Next in terms of trust are international courts (20.2%), international organizations (19.6%), and law enforcement agencies (17.5%).  18.4% do not trust any of the relevant institutions — in May there were 9.8%.

Among the biggest risks of content regulation, survey participants named interference with privacy (50.5%), possible abuses (50.3%), and corruption risks (48.9%). Respondents are also concerned about the emergence of censorship, erroneous content removal, and possible pressure on the opposition. Over two months, concerns about abuses (from 59.3%) and erroneous content removal (from 42.0%) have noticeably decreased.

Regarding the balance between freedom and security, 48% of respondents lean toward greater freedom, while 40.5% prefer greater security. Another 11.5% were undecided. 11.5% were undecided. The distribution has remained virtually unchanged since May.

The study was conducted using the online panel "SunFlower Sociology". The method was self-completion of questionnaires by citizens of Ukraine aged 18 and older. The survey covered 1000 questionnaires (representative by age, gender, and region of Ukraine). Data were collected on July 11, 2026, and the stated margin of error does not exceed 3.1%.
