The Pecherskyi District Court of Kyiv has partially lifted the seizure of the Trade Union House on Maidan Nezalezhnosti and canceled its transfer to the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA). This is stated in the court ruling available to UNN.
To cancel the seizure of property in criminal proceedings No. 62019100000001170 dated 20.08.2019, imposed by the ruling of the Pecherskyi District Court of Kyiv dated 03.06.2025 in case No. 757/25582/25-k, in the part concerning the use of: the real estate object under registration number 1774808580000, located at the address: Kyiv, Maidan Nezalezhnosti, building 2
In addition, the court canceled the transfer of the Trade Union House to ARMA.

This ruling of the investigating judge is not subject to appeal.
It is worth noting that during the justification of the motion to lift the seizure of the Trade Union House, the representative of the Federation of Trade Unions of Ukraine (FPU) noted that since the seizure was imposed on this real estate object and it was transferred to ARMA management, the FPU has continued to bear financial obligations for the maintenance of the seized property, which further confirms the good faith of possession and use, and indicates the absence of legal and factual grounds for further restriction of property rights and the transfer of property to ARMA management.
According to him, the further application of the seizure to the real estate of the Federation of Trade Unions of Ukraine in the criminal proceedings is not necessary in a democratic society and constitutes a disproportionate interference with the right to peaceful enjoyment of property.

Earlier, the head of the Federation of Trade Unions of Ukraine, Serhiy Byzov, reported that the court allowed the Federation of Trade Unions to return to the Trade Union House in Kyiv, which had been seized as part of criminal proceedings against the former leadership of the FPU.

The Trade Union House was transferred to ARMA management by a court decision. This asset was under seizure in 2022 and 2023 as part of a case involving the misappropriation of state property. In 2025, the seizure was lifted, but on June 3, 2025, the Pecherskyi District Court re-imposed the seizure on this object.
The Agency concluded a management agreement with the winner of an open competition – the consortium "Management Company 'KAMparity'."
According to a journalistic investigation, the consortium includes a company that may be linked to one of the previous beneficiaries of the asset. The publication also mentioned the name of the Vice Prime Minister for European and Euro-Atlantic Integration - Minister of Justice of Ukraine Olha Stefanishyna in the context of past family ties. She categorically denied any involvement in the possible scheme. After the scandal broke out, MPs demanded the resignation of the then-head of ARMA, Olena Duma.
An inspection conducted by ARMA from August 20 to September 5, 2025, recorded violations of certain terms of the asset management agreement.
The Trade Union House is an administrative building that formerly housed the Federation of Trade Unions of Ukraine. During the Revolution of Dignity, the Headquarters of National Resistance was located there. The building almost completely burned down in February 2014. Between 2016 and 2018, it was restored by a private investor.
