According to the CPD, for the second day in a row, banking applications, the "Gosuslugi" portal, and the websites of energy companies have been "down" in the Russian Federation.
The biggest disruptions were noticed in Moscow, St. Petersburg, and Sverdlovsk Oblast, where thousands of complaints were recorded about the inability to pay utility bills or use personal accounts.
In an attempt to detect disguised traffic and VPNs, Roskomnadzor's algorithms began to mistakenly identify legitimate requests from banks and government services as hostile, which led to their automatic blocking.

The Russian internet watchdog announced that it is slowing down the Telegram messenger due to alleged violations of Russian law. This happened amid Moscow's attempts to force Russians to use a more tightly controlled domestic online service.
UNN also reported that Russian authorities have effectively blocked the WhatsApp messenger, making access impossible without complex workarounds.
