Ukraine wants to introduce payments of UAH 4.5 thousand for low-income families, including large families, the poor, and people with disabilities. For pensioners, the amount of assistance will depend on the length of insurance period, taking into account a percentage calculation.
UNN reports this with reference to the draft resolution of the Cabinet of Ministers "Some issues of the implementation of the pilot project on the provision of basic social assistance".

The Ministry of Social Policy has prepared a draft resolution that proposes to grant basic social assistance to a family at the request of an authorized family representative, provided that the payment of previously granted various types of state aid, in particular to persons who are not entitled to a pension and persons with disabilities, is terminated.
Thus, according to the draft law, basic social assistance is granted to certain categories of Ukrainian citizens:
- low-income families
- families with many children and single mothers
- persons with disabilities
- internally displaced persons citizens who are not entitled to a pension
- Families receiving temporary assistance
- children whose parents do not pay child support or whose whereabouts are unknown.
An authorized representative of the family will be able to submit a statement of intent to receive basic social assistance and an application for basic social assistance:
using the mobile application of the Unified State Web Portal of Electronic Services (Portal Diia);
through the Center for providing administrative services / territorial bodies of the pension fund of Ukraine, a statement of intent is submitted, in the form in accordance with Appendix 1 to the procedure, and an application for appointment, in the form in accordance with Appendix 2 to the procedure.
It is noted that the amount of basic social assistance is defined as the difference between the total amount of the basic amount for each family member and the average monthly total family income.
The base amount is UAH 4,500. The size of the base value for a family is determined at the level of 100% of this base value for the first family member (authorized family representative) and 70% of this base value – for each subsequent family member, according to which the benefit is calculated.
For each child under the age of 18 and a person with a disability of group I or II, the amount of the basic amount is determined at the level of 100 percent of such basic amount.
For persons who have acquired the right to an old-age pension or who have reached the age specified in part one of Article 26 of the Law of Ukraine "On Compulsory State Pension Insurance" but have not acquired the right to a pension payment due to the lack of insurance period provided for in the said article, the amount of the base value is determined / set without taking into account the conditions specified in paragraph three of this clause, in proportion to their insurance period and is as follows:
- for persons with less than 10 years of insurance experience-53%;
- for people with 10 to 20 years of insurance experience - 62%;
- for persons with insurance experience from 20 to 30 years-70%;
for persons with insurance experience of 30 or more years – 88%.
The Ministry of Social Policy has already prepared a draft resolution and is currently awaiting government review. The purpose of the pilot project is to provide basic social assistance to ensure state support for low-income families.

On October 25, President Volodymyr Zelenskyy instructed the Cabinet of Ministers of Ukraine to introduce a new support program for Ukrainians starting December 1, under which they will be able to receive one thousand hryvnias per family member.
First Deputy Minister of economy of Ukraine Oleksiy Sobolev said that Ukrainians will receive 1,000 hryvnias per person, regardless of age and social status. These funds can be used during the winter months – December, January, and February.
However, this program has provoked a mixed reaction in society and questions about whether it is appropriate to provide a payment of UAH 1,000 to wealthy, financially secure Ukrainians.
President of Ukraine Volodymyr Zelenskyy was approached with petitions to refuse to implement the new eSupport program and to provide UAH 1000 per person.
In particular, people ask that these funds be used for the production of weapons, in favor of funding programs for the rehabilitation of war veterans. Also, one of the petitions states that it is low-income people who may not have a smartphone to receive payments through Diia.
