Educational institutions must maintain personal military records of 17-year-old boys. Schools are obliged to accept digital documents from "Reserve+" or the "Diia" portal.

Ukrainian schools are obliged to maintain personal military records. Each school must verify the presence of a military registration document (MRD) - today, for the vast majority of conscripts, it exists precisely in electronic form. This is reported by UNN with reference to the Ministry of Defense of Ukraine.

This issue arises every year - especially during enrollment in senior grades or before the admission campaign. Parents receive a request from the educational institution's administration to provide a military registration document.

However, this problem has gained particular importance in the context of Russia's full-scale armed aggression and the martial law regime in Ukraine. According to Resolution of the Cabinet of Ministers of Ukraine No. 1487 of December 30, 2022, "On Approval of the Procedure for Organizing and Maintaining Military Records of Conscripts, Persons Liable for Military Service, and Reservists", educational institutions are among the organizations that are obliged to maintain personal military records.

This means that the school checks for the presence of MRDs in students and stores the relevant information in their personal files. This is an obligation of the institution, not an arbitrary requirement of a specific administration. Therefore, the demand to provide an MRD is legal. The only question is what form of document the school has the right to accept

They added: when a boy turns 17, he registers for military service. This can be done in one of two ways:

  • in the conscript's electronic cabinet through the "Diia" applications or "Reserve+";
    • personally at the district TCC and SP.

      After registration, the young man receives an e-MRD military registration document. This is a digital military document with a QR code, which is generated through the "Reserve+" application or through the "Diia" portal.

      This military registration document is valid for one year. In the absence of discrepancies, this document has the same legal force:

      • printed;
        • on the phone screen.

          The school has no right to demand anything else. For a student-conscript, the e-MRD is the main and standard form of his military registration document

          Young men who turn 17 in 2026 must register for military service between January 1 and July 31.
