In the Vinnytsia region, an indictment has been sent to court against three individuals in the case of the death of a 10-year-old boy with a disability from starvation. According to the investigation, the child was under social supervision; however, proper monitoring of his condition and timely response to the critical deterioration of his health were not ensured. A 10-year-old boy with a disability died of starvation in December 2025 while under social supervision. Prosecutors of the Mohyliv-Podilskyi District Prosecutor's Office have sent an indictment to court against three individuals whose actions, according to the investigation, were not properly directed at protecting the life and health of the child.
The child was under social supervision, and monitoring of his condition was supposed to be carried out by responsible social workers and a family doctor. However, there was no proper response to the critical deterioration of the boy's condition,
The defendants in the case are the director of the Mohyliv-Podilskyi City Territorial Center for Social Services, a social worker assigned to the family, and a family doctor.
The director is charged with official negligence (Part 3 of Article 367 of the Criminal Code of Ukraine). According to the investigation, she failed to ensure proper control over the performance of duties by her subordinate responsible for the social supervision of the child.
The social worker was supposed to conduct direct visits to the child, assess his condition, and take response measures if necessary. However, as established by the investigation, she effectively limited herself to communicating with the boy's mother and drafted visitation reports based on those conversations.
She is charged with improper performance of duties regarding the protection of the life and health of a child, which caused his death (Part 2 of Article 137 of the Criminal Code of Ukraine).
The third defendant is a family doctor. According to the investigation, she visited the child and recorded a rapid deterioration in his condition, but did not properly reflect this information in the medical documentation and did not inform the relevant services. She is charged with improper performance of professional duties that caused grave consequences for a minor, as well as unauthorized actions with information in automated systems (Part 2 of Article 140, Parts 1 and 3 of Article 362 of the Criminal Code of Ukraine).
"Separately, it should be noted that the prosecutor's office is appealing the sentence of the boy's mother. On March 31, 2026, the Mohyliv-Podilskyi City District Court sentenced her to 3 years of imprisonment — the minimum possible punishment under the charged articles. The mother was convicted of knowingly leaving a young child in danger, which caused his death, and malicious failure to fulfill child care duties (Part 3 of Article 135, Article 166 of the Criminal Code of Ukraine). The prosecutor's office considers this punishment insufficient and has filed an appeal," the Prosecutor General's Office added.
