The Verkhovna Rada supported the revised draft law No. 9549 on digital infrastructure, taking into account the proposals of the President of Ukraine Volodymyr Zelensky. This was announced on Tuesday by People's Deputy Yaroslav Zheleznyak in Telegram, UNN writes.

According to the card for the draft law, it was developed to simplify the procedure for obtaining the right to use land plots by electronic communication service providers for the deployment and operation of electronic communication networks. This will contribute to the development of digital infrastructure and provide Ukrainians with fourth-generation communications and mobile high-speed Internet.

In particular, it is planned to amend the legislation governing land relations. The main innovations:

  • reduction of the terms for consideration of applications from electronic communication service providers for the allocation of land plots, their lease and approval of the regulatory monetary valuation of land;
    • acceleration of decisions on such applications and reduction of the term for publication of relevant draft decisions;
      • introduction of a mechanism for obtaining land plots under the right of land easement for telecommunications service providers;
        • differentiation of construction objects of electronic communication networks and temporary technical means or infrastructure facilities.

          "The adoption of the act will simplify the procedure for obtaining land plots by electronic communication service and/or network providers for the purpose of further placement (construction), operation and maintenance of electronic communication facilities and/or electronic communication structures, as well as obtaining permits for the installation of temporary technical means and/or infrastructure facilities of electronic communication networks, which will result in ensuring the coverage of the population of Ukraine with fourth-generation communications, the introduction of 5G technology, faster coverage of the territory of Ukraine with mobile broadband access to the Internet and the restoration of mobile communications in the de-occupied territories," the explanatory note says.
