The Housing Code may soon disappear in Ukraine

If the draft law is passed, the Ukrainian government will be instructed to develop a new law on housing policy within a year to replace the outdated Housing Code, as 80% of its provisions do not meet modern requirements and differ from EU approaches, and to solve housing problems caused by the war.

The Verkhovna Rada is planning to consider in the first reading a draft law on amendments to the law on de-Sovietization of Ukrainian legislation on housing policy (No. 10097), UNN reports.

Details

The explanatory note to the draft states that the results of the study of the issue of developing a new Housing Code revealed that:

  • 80% of the provisions of the current version of the Housing Code do not meet the requirements of today and most of its provisions should be canceled;
  • there are differences in the approaches to formulating housing policy directions in Ukraine and the EU;
  • The significant scale of the destroyed housing stock and the internal displacement of citizens require the development of new housing legislation based on the best practices and experience of EU countries, the development of effective tools for resolving citizens' housing issues, and the replacement of approaches to providing housing to Ukrainian citizens.

In view of this, within one year from the date of entry into force of this document, if adopted, the government will be instructed to develop and submit to the Verkhovna Rada a draft law "On the Basic Principles of Housing Policy" to replace the Housing Code.
