The former first vice-rector of a capital university and the head of a private company are suspected of embezzling almost 8.7 million hryvnias of budget funds. They artificially inflated the cost of electricity through additional agreements in 2022.

Law enforcement officers have notified a former first vice-rector of one of the capital's higher education institutions and the head of a private company of suspicion of embezzling nearly 8.7 million hryvnias of budget funds during the procurement of electricity. This was reported by the Office of the Prosecutor General, writes UNN.

Under the procedural guidance of prosecutors from the Office of the Prosecutor General, the embezzlement of budget funds during the procurement of electricity for one of the capital's higher education institutions was uncovered

- the statement reads.

According to the investigation, during 2022, the then first vice-rector of the university and the head of the private company artificially increased the cost of electricity by concluding additional agreements. At the same time, there was no real increase in market prices that could justify the price hike.

As a result of such actions, the cost of the supplied electricity was unjustifiably inflated, and the private company received nearly 8.7 million hryvnias of budget funds.

To give the scheme a semblance of legality, its participants, according to the investigation, organized the preparation and signing of contracts, additional agreements, letters, and acceptance certificates. They also gave instructions for transferring funds to the company's accounts.

During searches in Kyiv and the Kyiv region, law enforcement officers seized mobile phones, computer equipment, and documents that may have evidentiary value in the criminal proceedings.

The former first vice-rector of the higher education institution and the head of the private company have been notified of suspicion of embezzling someone else's property by abusing official position, committed by prior conspiracy by a group of persons, on an especially large scale, and under martial law (Part 5 of Article 191 of the Criminal Code of Ukraine).

Currently, the issue of choosing preventive measures for the suspects in the form of detention is being decided.
