The Cabinet of Ministers approved a 10-year shelter construction plan for almost UAH 800 billion

The Cabinet of Ministers of Ukraine approved the strategy for the development of the civil defense protective structures fund for the period until 2034. The cost is 789.3 billion hryvnias. Most of the amount is planned to be raised through international aid. This was reported by UNN with reference to the government's order of March 4, No. 183-r.

The strategic goal of the strategy is to ensure the sheltering of all categories of the population in civil defense protective structures in accordance with legislative requirements. In particular, the creation of a network of primary (mobile) shelters in places of possible crowd gathering (at transport stops, in parks, recreation areas, etc.).

Construction plans

The tasks will be achieved in three stages:

• first stage — 2025–2027;

• second stage — 2028–2030;

• third stage — 2031–2034.

The first stage provides, in particular, for:

⦁ equipping all existing underground facilities suitable for sheltering (parking lots, subway stations, other facilities) and including them in the civil defense protective structures fund;

⦁ increasing the number of civil defense protective structures by 2,300 facilities through the construction of new civil defense protective structures and dual-purpose facilities.

The second stage provides, in particular, for:

⦁ increasing the number of civil defense protective structures by 3,000 facilities through the construction of new civil defense protective structures and dual-purpose facilities (including public access protective structures);

⦁ increasing the number of civil defense protective structures during the construction of apartment buildings, dormitories, and hotels.

The third stage provides, in particular, for:

⦁ increasing the number of civil defense protective structures by 8,000 facilities through the construction of new civil defense protective structures and dual-purpose facilities (including public access protective structures);

⦁ increasing the number of civil defense protective structures during the construction of apartment buildings, dormitories, and hotels.

Funding

To achieve the strategic goals, funding of approximately 789.3 billion hryvnias is required (first stage — 151.1 billion hryvnias, second stage — 181.6 billion hryvnias, third stage — 456.6 billion hryvnias), including 81.2 billion hryvnias from the state budget.

It is also planned to attract funds from the international Coalition for the Development of the Civil Defense Protective Structures Fund in the amount of 642.5 billion hryvnias (14.69 billion euros).

The volume of funding for the implementation of this Strategy will be adjusted taking into account the amount of funds provided by the Law on the State Budget of Ukraine for the respective year.
