Law enforcement officers have served a notice of suspicion on an employee of Russia’s penitentiary system for torturing Ukrainian prisoners of war in the Luhansk region. Facts of cruel treatment of at least 27 Ukrainian Armed Forces servicemen have been documented.

Law enforcement officers have notified an employee of the Russian penal system of suspicion of violating the laws and customs of war. According to the investigation, he repeatedly and systematically used physical and psychological violence against Ukrainian prisoners of war in the occupied territory of the Luhansk region. This was reported by UNN, citing the Office of the Prosecutor General.

Details

The individual worked as a junior inspector in the security department of Correctional Colony No. 4 of the Federal Penitentiary Service of the Russian Federation and served at the so-called "correctional colony" in the city of Sukhodilsk. The investigation established that the individual, both personally and together with others, repeatedly subjected the prisoners to physical violence, including beating them with his hands and feet, rubber batons, and other improvised means.

His actions were accompanied by systematic humiliation and insults because of their service in the Armed Forces of Ukraine and participation in repelling Russian armed aggression. Facts of cruel treatment of at least 27 Ukrainian Armed Forces servicemen held captive have now been documented.

On July 31, 2026, he was notified of suspicion of violating the laws and customs of war (Part 1 of Article 438 of the Criminal Code of Ukraine). The article provides for imprisonment for a term of 8 to 12 years.
