The government explained the criteria for awarding UAH 1 million to volunteers aged 18-24 who joined the army after February 24, 2022.

What has changed
The Cabinet of Ministers of Ukraine extended the "Contract 18-24" initiative to servicemen who voluntarily joined military service at the age of up to 25 after February 24, 2022.
The government resolution, which came into force on February 13, 2025. The military ministry explained the conditions for receiving the payment and the specifics of its accrual.
Who is eligible for the payment
Servicemen of the rank-and-file, sergeant, and senior staff of the Armed Forces of Ukraine are eligible for the remuneration. The right to receive it must comply with the following criteria:
- servicemen were accepted or called up for military service during martial law at the age of up to 25;
- directly participated in combat operations in combat zones for a total of at least 6 months (as of February 13, 2025);
- continued service in the army at the time the government resolution came into force (February 13, 2025);
- were not brought to criminal, administrative, or disciplinary responsibility for military offenses two or more times.
Servicemen who participated in combat operations for less than 6 months (as of February 13, 2025) but were wounded or captured (except in cases of voluntary surrender) during service are also entitled to the full amount of the payment.
How the remuneration is paid
The remuneration is paid once for the entire period of service and is transferred to the serviceman's card account.
For those who participated in combat operations for less than 6 months (as of February 13, 2025), the amount is accrued proportionally: 1/6 of UAH 1 million for every 30 days of direct participation in combat operations.
Comment
Many young people voluntarily defended the country even before the appearance of the 18-24 contract, and our task is to acknowledge their courage. The process of receiving payments is as convenient as possible. The serviceman does not need to proactively address this issue. The processing of payments is entrusted to the commanders of military units, who must collect the entire package of documents, including by sending requests to other units where the serviceman previously served.

The Ministry of Defense launched the "Contract 18-24" project - a voluntary initiative for Ukrainians aged 18-24. The contract will provide for enhanced training, financial support of UAH 1 million, preferential mortgages, etc.
