The situation with the yacht of former traitor MP Viktor Medvedchuk has once again proved the validity of the criminal proceedings being investigated by the State Bureau of Investigation. It is a case of alleged official negligence by the management of the Asset Recovery and Management Agency (ARMA), which led to serious consequences. This was reported to UNN by Oleh Shram, a lawyer and former adviser to the director of the State Bureau of Investigation.
It is obvious that there are delays and improper performance of official duties, in particular in the management of seized property. In this regard, back in February and March, I filed complaints with the Cabinet of Ministers and the Prosecutor General's Office to bring the Head of ARMA to disciplinary responsibility for improper performance of his duties. According to him, the Pecherskyi District Court of Kyiv ordered the SBI to initiate criminal proceedings against the ARMA leadership on the grounds of a criminal offense under Part 2 of Article 367 (official negligence that caused grave consequences) of the Criminal Code of Ukraine.
Shram said that the State Bureau of Investigation had opened a criminal investigation.
According to him, there is currently no information on the progress and results of the investigation. "According to the law, I must be informed of the final decision in this criminal proceeding. As of this day, I have not received any information about any final procedural decision or closure of the proceedings or anything else. According to public information, no one has been notified of suspicion, and I do not know how the investigation is going so far," Shram added.
UNN filed an inquiry with the SBI regarding the progress of the investigation into the criminal proceedings.

Recently it became known that ARMA will not be able to sell Medvedchuk's yacht. This situation has arisen, in particular, because the new Duma allowed delays in this process and ARMA started selling the Royal Romance yacht only on March 20, 2024, almost 2 years after the arrest. Given such actions of the Agency, should we exclude that the Duma may be interested in helping pro-Russian forces?
According to Shram, the situation with Medvedchuk's yacht has once again confirmed that there are facts of improper performance of official duties on the part of the ARMA leadership. "And what are the reasons for this improper attitude to their duties? Perhaps there are even some deliberate illegal actions, this could be the subject of an appropriate investigation," Shram said.
The lawyer is convinced that the Cabinet of Ministers, as the body that appoints the leadership of the ARMA, should open disciplinary proceedings and conduct an appropriate investigation into the actions of the Agency's head, Olena Duma. As part of these proceedings, he said, the issue of Duma's suspension from office for the duration of the official investigation should be resolved.
"I think that the government should have reacted (to ARMA's delay in selling Medvedchuk's yacht - ed.) and conducted an internal investigation and assessed why this happened. Because the Prosecutor General's statement suggests that it was ARMA that delayed and took so much time, and did not do what it was supposed to do," Shram summarized.

Security expert Serhiy Shabovta in a commentary to UNN noted that the Duma, after coming to ARMA, did not change anything in the agency's work. Moreover, he is convinced that the ARMA is a criminal organization created for a corrupt state.
It is possible that Duma gained such a professional approach to the sale of the grandiose assets of pro-Russian oligarchs in her previous job. After all, before joining ARMA, she according to media reportswas quite successful in selling acrylic bathtubs, and therefore knows exactly how to manage and sell property.
