In the annual United Nations report documenting sexual violence in conflicts worldwide, Russian and Israeli forces have been added to this blacklist for the first time, AP reports, according to UNN.

The 35-page report, released by Israel's UN mission late Thursday ahead of its expected publication on Friday, blacklists 77 governmental and non-governmental parties in twelve countries suspected of committing or being responsible for sexual violence in conflicts around the world. It states that the number of cases rose sharply in 2025 compared to 2024.
Russian armed and security forces were included in the blacklist for the first time this year for sexual violence against prisoners of war and civilians detained during the war in Ukraine.
The report states that Russian authorities also consistently deny access to UN human rights investigators, but they were still able to verify 310 cases of conflict-related sexual violence in Russia and Russian-occupied territories of Ukraine against prisoners of war and civilians. The vast majority of victims were men, the report says.
The report states that human rights activists in Ukraine documented 31 cases of conflict-related sexual violence against prisoners of war and civilians, most of which occurred before 2025.
UN Secretary-General António Guterres warned both Israel and Russia in last year's report that they could be included in the list.
Ambassadors from both countries expressed outrage at their inclusion and criticized Guterres.
