The Russian authorities stated that the country needed a model that would not be guided by "alien Western values."

In the Russian understanding, "sovereign" increasingly means not one's own, but something that can be fully controlled. Putin has already signed a law regulating AI in Russia. Such a model could become the national one and fit conveniently into the so-called sovereign Russian internet, where the state determines which resources may be accessible to citizens and which may not
