He noted that Moscow had many opportunities to engage in a respectful dialogue with the Black Sea states and other countries before it invaded Georgia and Ukraine.

This is what they respect, everything else is perceived as weakness. Dear friends, we must strengthen our security without guessing Russia's position. We need a vision, a strategy, and persistence in joint actions to achieve our common goals

He also emphasized that the Black Sea should become a sea of NATO, peace and stability.

 According to him, NATO should separately implement an ambitious and comprehensive Black Sea strategy aimed at reducing Russia's harmful influence.
