Over 13 thousand Ukrainian scientists apply for state payments: who will receive them

The National Researcher System of Ukraine has received over 13 thousand applications for scholarships. The 2,650 best scientists will receive 10 thousand hryvnias monthly for two years.

Scientists from all regions of the country have submitted over 13,000 applications for state scholarships to the National Researchers System of Ukraine (NRSU). This was reported by UNN with reference to the official Telegram channel of the Ministry of Education and Science of Ukraine.

The process of data verification has now begun to form final rankings and assign payments.

Representatives of higher education institutions, state scientific institutions, as well as private scientific organizations joined the initiative.

At the first stage, specialists begin checking the submitted information. Only confirmed results of participants' scientific activities will be included in the final ranking. Based on the verification results,  two separate lists will be formed: a general ranking of scientists and a ranking of young scientists.

Based on the evaluation results, 2,650 of the most productive researchers will receive financial support from the state. Winners will be paid a scholarship of 10,000 hryvnias monthly for two years.

In total, 190 million hryvnias were allocated in the state budget for the implementation of this program and financial payments to Ukrainian scientists in 2026.

What you need to know about the National Researchers System of Ukraine

The National Researchers System of Ukraine (NRSU) is a new state digital platform designed to ensure a transparent and objective assessment of the activities of domestic scientists. It was launched by the Ministry of Education and Science of Ukraine in May 2026 in accordance with Resolution of the Cabinet of Ministers of Ukraine No. 678. 

The system functions as a special module within the National Electronic Scientific Information System (URIS).

The main goal of the initiative is to create a unified digital register of Ukrainian scientists, highlighting their real achievements, publications, and competencies.

A key feature of the NRS is the elimination of the human factor. Since the assessment occurs automatically based on confirmed data, this allows moving away from subjective decisions of commissions and ensuring a transparent mechanism for direct state support.

Representatives of higher education institutions, as well as state and private scientific organizations, can participate in the program on a voluntary basis. To do this, scientists fill out profiles in the URIS office, after which information about publications, citations, patents, and dissertations is automatically verified through international scientometric databases (including Scopus and Web of Science) and open registers. 

Based on verified data, rankings will be formed every two years across 14 scientific fields.

The winners of the selection — 2,650 of the most productive scientists — will receive financial support from the state. Note that, in order to  retain  human resources and support youth, exactly 50% of scholarship places (1,325 quotas) have been reserved specifically for young scientists.

The total budget of the two-year program is about 763 million hryvnias. Technical support and administration of the platform is provided by the State Scientific and Technical Library of Ukraine (SSTL), and the project itself is implemented with the assistance and expert support of the World Bank within the UIHERP program.
