MPs propose penalties for bullying in schools within a year - details of draft law No. 14127

The Committee on Law Enforcement recommended that the Verkhovna Rada adopt draft law No. 14127 on bullying in schools. The document proposes increasing the period for imposing a fine to one year.

The Verkhovna Rada Committee on Law Enforcement has recommended that parliament adopt as a basis draft law No. 14127 regarding liability for bullying in schools. This was reported by UNN with reference to the parliamentary press service.

Details

Draft Law No. 14127 was received by the Verkhovna Rada as early as October 17 last year. It proposes to increase the period for imposing a fine from three months to one year from the date the offense was committed.

An analysis of court cases regarding the bullying (harassment) of a participant in the educational process showed that a problem currently exists where a portion of bullying cases are closed by courts due to the expiration of the terms for imposing administrative penalties. In other words, the period during which a person (the offender) can be held administratively liable expires, resulting in the evasion of legally established responsibility and, consequently, potentially serving as a reason for such a person to commit new offenses

The authors of the draft law also added that the three-month period for imposing an administrative penalty for bullying is too short. At the same time, the terms for bringing someone to administrative responsibility should not be too long either, as the offender would remain effectively unpunished during this entire time and could continue the harassment.

At the beginning of 2026, Law No. 4609-IX came into force in Ukraine, strengthening security measures in schools. From now on, secondary education institutions must have panic buttons installed, allowing staff to promptly call law enforcement in the event of a threat.
