Khmara noted that Moscow deliberately attacks civilian infrastructure, trying to make life unbearable for Ukrainians. In contrast, Ukraine focuses strikes on military targets, including facilities of the military-industrial complex, oil refineries, and transport infrastructure that supports Russia's military capabilities.
