A driver's license issued for the first time for 2 years is exchanged after its validity expires. That is, drivers can get a new document starting from the day following the date indicated as the end date of their existing driver's license.
The service is reportedly available in any of three convenient ways:
- at any convenient service center of the Ministry of Internal Affairs in person;
- online via Driver's area;
- online via the Diia app.
Exchange of a driver's license at a service center of the Ministry of Internal Affairs
To exchange a driver's license at a service center of the Ministry of Internal Affairs, you must first take a coupon for the service through the functionality of the e-record or at the terminal of the service center of the Ministry of Internal Affairs. You must have a passport with a stamp of residence registration, a copy of the registration number of the taxpayer's account card and an existing driver's license to be exchanged. During martial law, a medical certificate is not required.
Online exchange of driver's license
To order the service online, you need to log in to the Driver's Area or the Diia app, select the driver's license exchange service, specify the reason for replacing the document, and choose the type of license - digital or plastic. After that, indicate the method of receipt - at any service center of the Ministry of Internal Affairs, at a branch of Ukrposhta in Ukraine, or by courier to the specified address.

"Please note: if a person has committed more than 2 traffic violations, it will not be possible to exchange the driver's license. In this case, it is necessary to retake the theoretical and practical exams at a service center of the Ministry of Internal Affairs," the agency emphasized.
If a driver has been deprived of the right to drive, to obtain a license, according to the Ministry, he or she must attend a driving school and pass a theoretical and practical exam at a service center of the Ministry of Internal Affairs. Such a license will be issued again for two years.
