Fuel dispensing at all filling stations in Russia's Orenburg Region will be carried out according to even and odd numbers, depending on the vehicle's number. This was reported by Orenburg Region Governor Yevgeny Solntsev, UNN reports, citing DW.

The day before, Solntsev reported a fire "at one of the industrial enterprises" caused by a UAV attack. According to the ASTRA Telegram channel, the target of the strikes was once again the Orsk Oil Refinery — PJSC "Orsknefteorgsintez" — one of the largest oil refineries in Russia, with a processing capacity of about 6 million tonnes of oil per year.
According to the Russian governor, filling fuel into canisters is also prohibited. Limits are being introduced on the amount of fuel dispensed. Petrol (AI-92, AI-95) will be dispensed in quantities of no less than 15 litres and no more than 30 litres per person. Diesel fuel will be limited to 60 litres in populated areas and up to 200 litres at filling stations on intermunicipal, regional and federal highways within the region. Ministry of Internal Affairs personnel and volunteers will be deployed at the filling stations.

Russian media note that restrictions on the amount of petrol dispensed to one person have also returned. On August 11, the Sochi administration announced that limits had been introduced at filling stations in the region "due to logistical disruptions in supplies." A system of separate refuelling on even and odd days has also been reinstated in Lipetsk Region. It will take effect on August 13, Governor Igor Artamonov announced. At the same time, limits were introduced in the region — up to 30 litres of petrol at filling stations operated by the "Gazprom", "Lukoil", Teboil and "Rosneft" networks.
In addition, regions are reporting complaints about petrol shortages and the closure of some filling stations — residents of Krasnoyarsk Krai and Bashkortostan are talking about this. Rising prices are also being noted, as evidenced by some indirect signs — in particular, in the regions that Vladimir Putin visited in recent days.
In Krasnoyarsk, one day before Putin's visit, petrol prices at some filling stations of the regional network fell sharply (by 24 roubles per litre). The filling-station network itself attributed the price reduction to a "temporary improvement in logistics" and the "receipt of an additional volume of fuel directly from the oil refinery." However, immediately after the president's departure, prices returned to their previous level.
In Novosibirsk, which Putin visited next, his motorcade stopped (whether accidentally or deliberately is unknown) next to an empty filling station. Children were waiting there for the president, and he spoke with them. These images, filmed by Kremlin pool reporter Pavel Zarubin, were widely circulated by many media outlets. They show that the price display at the filling station was switched off.
Russian media note that there have so far been few reports from Moscow and St Petersburg. However, a Business FM subscriber said that she encountered a lack of AI-95 petrol at several Rosneft filling stations on her way to her dacha along Dmitrovskoye Highway.

On August 11, Russian Deputy Prime Minister Alexander Novak, who oversees the fuel industry, held a meeting on the situation in the domestic market.
