The Kyiv TCC explained that the fine was imposed for failing to undergo a repeated military medical commission. They referred to changes in legislation, according to which citizens who were deemed partially fit for military service before May 4, 2024, had to undergo a repeated medical examination.
In February 2025, the Verkhovna Rada extended the period for re-examination until June 5, 2025. Failure to comply with the norm on timely passage of the VMC is a violation of military registration rules, legislation on defense, mobilization training, and mobilization. According to the Code of Ukraine on Administrative Offenses (CUAO), this entails a fine of one thousand to one thousand five hundred non-taxable minimum incomes of citizens - from UAH 17,000 to UAH 25,500.
The TCC clarified that the amount of the fine increased to more than 56,000 hryvnias after the case was transferred to the executive service due to non-payment within the established period. The enforcement fee and production costs were also added to the amount.
