Employees of the Asset Recovery and Management Agency (ARMA) could not obtain fictitious disability certificates without the knowledge or participation of the agency's head, Olena Duma. Such cases seriously undermine the credibility of the state authorities in general. This opinion was expressed in an exclusive commentary to UNN by Dmytro Hromakov, former secretary of the Public Council at ARMA.
This will affect confidence in the state power system as a whole. Such issues, of course, are not resolved without the knowledge of the manager. Given that this is the first scandal in Arma, it will negatively affect confidence in both the agency and the current political regime. The only question is what conclusions the head of the ARMA draws and how it will get out of this situation
According to the expert, the investigation should bring the case to an end so that the public can assess the personnel and management policy implemented by Elena Duma.
"I am convinced that such things are impossible without her participation or consent. That is why I believe that this issue should be brought to an end," Gromakov said.
At the same time, the expert expressed doubts that the head of the ARMA will take responsibility, even if it is proved that her subordinates illegally received a disability group.
"There is a very complex system of competitive selection, in which she participated. She didn't go there on her own, and it's probably not for her to quit there herself," Gromakov added.

On October 25, the national police opened criminal proceedings on the facts of official forgery and abuse of office. According to investigators, employees of medical and social expert commissions (MSEC), in order to obtain illegal benefits and abuse their official position, organized the issuance of deliberately forged documents on the presence of disability to ARMA officials. This allows the latter to receive a deferral from serving in the Armed Forces of Ukraine and pension payments.
Police are currently checking five agency officials. As it became known UNN from its own sources, among them is the adviser to the chairman of the ARMA Alexander Danilkovich.
Thus, ARMA actually took over the "disability marathon" from prosecutors.
The scandal with disabled prosecutors led to the resignation of Andrey Kostin from the post of Prosecutor General. It would seem that the lessons of this scandal should have been a warning to other government agencies. However, the situation in Arma demonstrates that the problem of corruption is far from being overcome.
Ukrainians reacted violently to information about allegedly forged disability certificates and are convinced that this case is another example of corruption and inefficiency of state bodies. The public demands not only an investigation, but also concrete steps to clean up the agency.
