Context
Earlier this week, North Korea opened a new nuclear materials production plant, with its leader Kim calling for an "exponential" expansion of the country's atomic arsenal.
Analysts said the new uranium enrichment facility is apparently aimed at strengthening North Korea's bargaining position ahead of the Xi-Kim summit, while justifying the acceleration of its nuclear capability buildup.
