On April 3, the Kyiv City Council approved a draft decision according to which the implementation of the powers of the executive body of the Kyiv City Council, which is the Kyiv City State Administration, took place only with the signature of the city mayor.

At the same time, Tkachenko stated that Klitschko was pushing through a decision that deprives the Kyiv City Military Administration of the right to issue orders - and transfers this right to himself.
