Zelenskyy signed a decree on the establishment of the "Chornyi Lis" National Nature Park

The President signed a decree establishing a park covering more than 13,700 hectares in Kropyvnytskyi District. The territory includes forest and water fund lands, and the administration will operate under the management of the State Forest Resources Agency.

President of Ukraine Volodymyr Zelenskyy signed a decree establishing the "Chornyi Lis" National Nature Park in the Kirovohrad region, UNN reports.

Details

Under Decree No. 719/2026, published on the president's official website on August 11, the new nature park will be located in Kropyvnytskyi District.

The park will encompass 13,710.2441 hectares of state- and municipally owned land.

In particular:

  • 12,844.5 hectares of state-owned forestry land, which are under the permanent use of the State Specialized Forestry Enterprise "Forests of Ukraine," will be withdrawn from the land user and transferred to the national nature park for permanent use;
    • 865.7441 hectares of municipally owned land (water fund, agricultural, and forestry land) will be included in the park's territory without being withdrawn from the current land users.

      In addition, the decree supports the Cabinet of Ministers' proposal to establish a special administration for the "Chornyi Lis" National Nature Park, which will operate within the sphere of management of the State Agency of Forest Resources of Ukraine.

      The government must approve the Regulations on the park within six months.

      Also, in 2027–2029, the Cabinet of Ministers must develop a land-management plan for allocating land plots and formalizing property rights to the relevant land plots, as well as develop a land-management plan for organizing and establishing the boundaries of the national nature park's territory.

      Separately, it is envisaged that in 2027–2028 a Territorial Organization Plan for the "Chornyi Lis" National Nature Park will be developed, defining issues related to the protection, restoration, and recreational use of natural complexes.

      Funding for the operation of the new national park is to be provided for when preparing the draft state budgets for 2027 and subsequent years.

      The decree enters into force on the day of its publication.
