On Tuesday, July 14, the Verkhovna Rada adopted in the second reading and in full the draft law providing for the establishment in Ukraine of a new state award - the "Order of Europe", which will be awarded to individuals for outstanding personal merits in supporting Ukraine's strategic course towards gaining full membership in the European Union.
The draft law was signed on July 14 by the Chairman of the Verkhovna Rada Ruslan Stefanchuk, and today, July 15, President Zelenskyy signed the law.

Presidential Decree No. 599/2026 approved the statute of the Order of Europe; the design of the badge of the Order of Europe; the design of the star of the Order of Europe; the designs of the miniature badge of the Order of Europe and the ribbon bar of the Order of Europe.
The Cabinet of Ministers of Ukraine shall ensure, in accordance with the established procedure, together with the State Administration of Affairs and with the participation of the National Bank of Ukraine, the production of the Order of Europe, its attributes and documents certifying the award, resolving the issue of financial support for the relevant measures
As stated in the decree, the Order of Europe was established to honor individuals for outstanding personal merits in supporting Ukraine's strategic course towards gaining full membership in the European Union, significant contribution to helping Ukraine strengthen its resilience in defending its independence and the security of all of Europe, strengthening international cooperation in the interests of democracy, peace and good neighborliness, friendly and comprehensive relations between peoples.
It can be awarded to citizens of Ukraine and foreigners. The award is made by decree of the President of Ukraine. It is noted that the same person cannot be awarded the order twice, and it can also be awarded posthumously.
The motto of the Order of Europe is "Nobiscum stetit. Historia meminit" ("He stood with us. History remembers").
A person awarded the Order of Europe is presented with the badge of the order, the star of the order, a miniature of the badge of the order, a ribbon bar of the order, and an order booklet in a case.
The badge of the Order of Europe is made of silver with galvanic gold plating and has the shape of a three-dimensional double-sided twelve-pointed star, covered with white enamel, with decorative balls at the tips of the rays.
Between the front and back sides of the star, there is a disc covered with blue enamel. The disc has two rims on both sides, the space between which is covered with white enamel. Between the rays of the twelve-pointed star on both sides, on a blue enamel background, there are twelve small five-pointed stars.
On the front and back sides of the badge of the order, in the center, there are oval medallions with the image of the sign of the Princely State of Volodymyr the Great.
The medallion on the front side of the badge of the Order of Europe is covered with blue enamel, has two rims, the space between which is covered with black enamel. Along the edge of the outer rim are decorative balls.
The medallion on the back side of the badge of the Order of Europe has two rims, the space between which is covered with black enamel, against which the inscriptions "NOBISCUM STETIT" (around the top) and "HISTORIA MEMINIT" (around the bottom) are placed.
The Sign of the Princely State of Volodymyr the Great is depicted framed by a wheat ear and an oak branch, tied at the base with a ribbon and bow. At the top of the medallion, the number of the Order of Europe badge is engraved.
At the top of the Order of Europe badge, there is an oval link covered with blue enamel. On both sides of the link, there is a stylized image of the Tree of Life framed by decorative dots.
The star of the Order of Europe is made of silver with galvanic gold plating and has twelve diverging rays, the ends of which are forked and decorated with decorative balls. The rays are covered with blue enamel, with additional sharp-pointed rays highlighted on their surface. In the middle of the Order of Europe star is a round medallion, in the center of which is depicted the Sign of the Princely State of Volodymyr the Great, framed by a wheat ear and an oak branch, tied at the base with a ribbon and bow. Above the image of the Sign of the Princely State of Volodymyr the Great is a straight equilateral cross with diverging sides.
The medallion is framed by decorative dots and has three rims forming a wide outer and a narrow inner ring. The outer ring is covered with blue enamel, featuring twelve small five-pointed stars. The inner ring is covered with black enamel.
