President of Ukraine Volodymyr Zelenskyy signed the European integration law on the establishment of the Higher Administrative Court (register No. 12368-1), according to the parliament's website, writes UNN.

"24.03.2025 - returned with the signature of the President of Ukraine", - the message on the status of the relevant draft law on amendments to the Law of Ukraine "On the Judiciary and the Status of Judges" and some other legislative acts of Ukraine on the establishment and functioning of the Kyiv City District Administrative Court and the Kyiv City Administrative Court of Appeal.
"We have fully implemented one of the overdue IMF benchmarks, where the deadline was December 31 last year," said MP Yaroslav Zheleznyak in Telegram.
As indicated in the message, the concept has been changed and it was decided to create two courts:
- Specialized District Administrative Court;
- Specialized Administrative Court of Appeal to higher specialized courts (as the court of appeal reviews court decisions of the Specialized District Administrative Court).
According to the explanatory note to the draft law, it provides for:
- The Kyiv City District Administrative Court is defined as a separate local administrative court that will hear administrative cases in the first instance;
- The Kyiv City Administrative Court of Appeal is established as a court of appeal to review decisions of the Kyiv City District Administrative Court.
The Kyiv City District Administrative Court, as indicated, in particular, will hear: cases challenging acts, actions or omissions of central authorities, including the Cabinet of Ministers, ministries, the National Bank, cases on state regulation in the field of media, registration of political parties, activities of anti-corruption bodies, etc., administrative cases related to decisions of the Antimonopoly Committee, state funding of political parties, and other cases with the location of the parties within the city of Kyiv.
The competition for judges, as Zheleznyak noted, provides for the following:
- The High Qualification Commission of Judges of Ukraine (HQCJ) must announce a competition for judges within one month after the law comes into force;
- competitions should take into account the specifics defined by the draft law, with the involvement of the Expert Council (for three years).
Formation of the Expert Council:
- it consists of 6 people: 3 from the Council of Judges of Ukraine and 3 from international and foreign organizations.
