President Volodymyr Zelenskyy has signed Law No. 12104, according to which civilians who have been captured by Russia are entitled to a deferral from mobilization. UNN reports this with reference to the document card.

"Returned with the signature of the President of Ukraine," the law card reads.

Addendum

In November 2024, the Verkhovna Rada adopted as a whole a draft law granting the right to deferment to civilians who have been captured.

Important changes include granting the right to defer mobilization to those whose close relatives are missing and to civilians released from Russian captivity.
