Ukraine launches State Labor Service reform according to EU standards – Ministry of Economy explanation

The Government has adopted a resolution to update the powers of the State Labor Service and eliminate duplication of functions. The reform involves digitalization and new control regulations.

Ukraine is launching a reform of the State Labor Service—the first relevant government resolution streamlines the service's mandate. The Ministry of Economy explained the details on June 1, UNN reports.

"A resolution has been adopted, which is the first practical step of the reform. The document updates the regulations on the State Labor Service, clarifies the service's powers, and creates a foundation for further regulatory and digital changes," the statement reads.

The Ministry of Economy named three key areas:

  • streamlining powers and eliminating duplication of functions with other government bodies;
    • optimization of administrative procedures;
      • strengthening socially important functions related to monitoring the employment of people with disabilities, as well as state support and benefits for employers who create accessible and safe working conditions.

        "The comprehensive reform of the State Labor Service should ensure transparency, efficiency, and a human-centric approach in the work of this inspection for both employers and employees," said Deputy Minister of Economy, Environment, and Agriculture Daria Marchak.

        Following the adoption of the resolution, the Ministry of Economy will prepare changes to its own regulatory acts necessary for the practical implementation of the updated powers of the State Labor Service. 

        A separate area of the reform will be the digitalization of State Labor Service services. This involves the gradual transition of key procedures into a digital format, simplifying interaction with employers and employees, increasing process transparency and data quality, as well as creating more convenient access to services in the field of labor and occupational safety.

        The overall goal of the reform is for the State Labor Service to become an institution with a clear mandate, a risk-oriented approach, high-quality expertise, modern digital services, and predictable work practices that meet the standards of labor inspections in EU countries. Such a model should reduce regulatory uncertainty for business, strengthen the protection of labor rights, and increase trust in state supervision in the labor sphere.
