Ukraine has updated requirements for the production of cars, buses, motorcycles, and trailers – a step towards EU standards

The government has approved regulations on vehicle design with requirements for 75 safety and environmental systems. New certification rules will come into effect in 2026.

The government has approved new regulations on the construction of wheeled vehicles. This effectively refers to the requirements for the production of cars, buses, motorcycles, trailers, and semi-trailers. This was reported by the press service of the Ministry of Communities and Territories Development of Ukraine, writes UNN.

This refers specifically to production, not to vehicles already in use. 

The ministry states that the technical regulation defines the standards by which vehicles and their parts are manufactured. 

As Ukraine moves towards membership in the European Union, this process must comply with EU standards and requirements. Currently, Ukraine has requirements for only 30 vehicle systems. In the EU, such requirements are approved for 75 systems. This means that Ukraine has currently implemented less than 40% of the norms in the field of vehicle safety and construction. The updated technical regulation narrows this gap

What is changing

For the first time, Ukraine is introducing modern requirements already in force in the EU, including:

  • automatic emergency braking systems (AEBS)
    • emergency call systems (eCall)
      • new requirements for lighting, signaling, and braking systems
        • updated passenger protection standards (including during road accidents)

          The new rules also include requirements for vehicle protection systems against unauthorized access, including cybersecurity.

          Modern requirements for CO₂ emissions, fuel consumption, and energy efficiency (including according to WLTP standards) are being introduced.

          For a number of systems (brakes, seat belts, lighting, child seats, etc.), technical requirements are being raised to current European standards.

          New forms of certificates and technical documentation are being introduced, adapted to modern vehicles – including electric vehicles and hybrid cars.

          The ministry notes that the adoption of the technical regulation is a step towards integration into the European transport space, increasing transport safety for drivers and passengers, simplifying access for Ukrainian vehicles to the EU market; the possibility of mutual recognition of certificates and integration into European systems.

          The updated technical regulation also changes the rules for certifying spare parts for these vehicles. First and foremost, it concerns the digitalization of the procedure to prevent abuses and ensure transparency. In particular, mandatory photo fixation of vehicle tests is being introduced, and all certificates of conformity for vehicles and test protocols will be entered into a special Register. This register has already been created, and based on it, the authenticity of certificates and tests will be verified. 

          The resolution comes into force six months after publication, effectively in September 2026.
