The document was sent to embassies around the world on behalf of Secretary of State Marco Rubio. The instructions were also published in a message to the entire department.
State Department officials reacted to the initiative with shock and alarm, saying that even if it was written with good intentions, it is based on the false assumption that the department has anti-Christian bias. They warned that it could create a culture of fear.
