Taxi market reform - the government revealed what is envisaged

The Ministry for Restoration is preparing legislative changes to regulate the taxi market, where over 95% is in the shadows. It is planned to simplify the legal work of drivers and strengthen transport safety requirements.

Ukraine is working on a modern model for regulating the taxi market, the Ministry for Restoration, Infrastructure and Transport reported, writes UNN.

The Ministry is preparing legislative changes in the field of taxis and the activities of digital platforms, which provide for:

  • defining the legal status of digital platforms;
    • simplifying the legal work of drivers through the digitalization of procedures;
      • uniform and fair rules for all market participants;
        • strengthening requirements for transport safety and passenger insurance;
          • increasing market transparency and tax payment.

            "Our goal is to create a modern, transparent and competitive taxi market that meets European standards, promotes the development of digital services and ensures safe and high-quality transportation for passengers," the Ministry for Restoration noted.

            According to the results of the KSE market study, the department stated that "today over 95% of the taxi market is in the shadows." This, as noted, means unequal competition conditions, budget losses, and insufficient control over transport safety. "At the same time, the market has changed dramatically: most trips today are organized through digital platforms, while current legislation does not take into account the specifics of their work," the statement says.

            "We want to build a modern regulatory system that simultaneously ensures the development of digital services, fair competition, passenger protection, and transparent rules of operation for all market participants. That is why decisions should be based not on assumptions, but on high-quality analytics and international experience," said Serhiy Derkach, First Deputy Minister for Restoration, Infrastructure and Transport of Ukraine.

            In most EU countries, digital platforms, as noted, operate as technological services, while transportation is carried out by licensed carriers in accordance with the requirements of transport legislation. "It is this approach that allows combining the development of innovations with state control over safety, service quality and tax payment," the statement said.
