Sullivan noted that to achieve a fair deal between Russia and Ukraine, "leverage is needed".
"And this lever is constant military support for Ukraine," said the President's Advisor.
He also noted that weakening adversaries such as Russia and Iran could open up opportunities for diplomatic breakthroughs for Trump, especially given Trump's propensity for unpredictable moves.
"He is ready to do unexpected things," Sullivan said about Trump.
Sullivan said he believes the Biden administration is leaving President-elect Donald Trump in a very strong global position.
