Shmyhal understands where to get money in 2025: expects $38 billion in external financing

The government plans to attract more than $38 billion in foreign aid to cover non-military budget expenditures in 20215. This was stated at a government meeting by Prime Minister of Ukraine Denys Shmyhal, UNN reports.

"We clearly understand where we will get the funds next year. We expect to attract more than $38 billion in external financing to cover the most important non-military budget expenditures. We also expect to receive funds from frozen Russian assets," the Prime Minister said.

According to Shmyhal, direct budgetary support from international partners this year will amount to about $41 billion.

"We are completing 2024 in conditions of financial stability. We are fully funding our Defense Forces through taxes, fees, and domestic loans. Thanks to our partners, we cover civilian expenditures. We have received over €16 billion from the EU under the Ukraine Facility program. Almost $5.4 billion - under the IMF cooperation program. The program has already been revised for the sixth time, and yesterday Ukraine received a new financial tranche," the Prime Minister said.

During a recent press conference, European Commission President Ursula von der Leyen noted that Europe has provided almost 130 billion euros to Ukraine. "We have ensured economic and financial stability until the end of 2025. This is good news. And with the help of the Ukraine Facility program and our G7 loan, we even cover most of Ukraine's financing gap for 2025. This is a great achievement. And it will also allow Ukraine to have more financial space to purchase much-needed military equipment," von der Leyen said.
