The International Register of Damage from Russian Aggression is currently accepting applications from all affected Ukrainian citizens only for damaged or destroyed housing starting from February 24, 2022. The first payments could theoretically begin in 2027. This was reported by Pavlo Frolov, MP, chairman of the Verkhovna Rada's temporary investigatory commission on the protection of the rights of IDPs and other persons, according to UNN and the press service of the Servant of the People.

The decision on the amount of compensation will be made by the Compensation Commission, which is expected to start working in 2026. The first payments could theoretically begin in 2027, provided that financial resources are found to fill and operate the Compensation Fund
As Frolov noted, receiving compensation under the eRestoration program does not affect the right to claim compensation from the Register of Damages. The number of applications submitted to the Register is expected to be between 6 and 8 million.
You can submit an application to the Register on the Diia portal, providing information about yourself, your ownership of the property and the damage caused to it. The status of the application and notifications about the progress of its consideration will be sent to the e-mail and to the citizen's account in Diia.
“This can be done only by adult persons who own real estate, with a tax identification number (formerly TIN) and an electronic signature. If the property has several co-owners, each of them must submit an application separately,“ the MP added.”

Next year, the international Register of Damages from Russian aggression will allow affected Ukrainians to apply for reparations for all 45 categories of damage and losses caused by Russian aggression. These include damage to life and health, and forced internal displacement.
