The European Union should provide more military assistance, including air defense systems and surface-to-air missiles, to help Ukraine defend itself against Russia's barbaric attacks on its population and infrastructure. The EU High Representative pointed out that on the night of April 11, "Russia once again struck Ukraine with barbaric attacks on its population and critical infrastructure."

The head of EU diplomacy emphasized that "donations will make a difference between life and death."
"We are doing a lot. €31 billion to military assistance to Ukraine and we are supporting our defence industry to ramp up missile and ammunition production in Europe. We will do more. We must empower Ukraine’s defence industry. The Ukraine Assistance Fund will be instrumental to procure, produce and deliver ammunitions," Borrell said.
He also noted that he had proposed the Ukrainian Government to co-host the Ukraine Defence Industry Forum in May.
