The Cabinet of Ministers approved a mechanism for evaluating the work of bodies and assisting victims. Data will be transmitted through digital systems and published in annual reports.

The Cabinet of Ministers of Ukraine has approved the procedure for monitoring in the field of preventing and combating domestic violence. This was reported by UNN with reference to the Ministry of Justice of Ukraine.

Resolution No. 482 of 10.04.2026 defines a unified mechanism for assessing the implementation of legislation, the effectiveness of the work of responsible bodies, and the quality of assistance provided to victims.

The new procedure covers a significantly wider range of subjects than before. Responsible parties now include the central bodies of the National Social Service and the Ministry of Social Policy, local authorities from regional administrations to village councils, law enforcement and judicial bodies (police, prosecutor's office, courts, authorized probation bodies), specialized services ("Barnahus" centers, mobile brigades, crisis rooms, hotlines), as well as educational and healthcare institutions. Monitoring is carried out to determine the actual state of compliance with legal requirements, identify problems in the practice of its application, and formulate proposals for improving state policy.

In addition, the use of digital data exchange tools is envisaged. In particular, information will be transmitted through the "Trembita" system. The Automated Information Complex of Educational Management (AICOM) is integrated with the Unified Information System of the Social Sphere (EISS).

As noted by the Ministry of Justice of Ukraine, the annual report, which is published by April 1, will contain characteristics of victims and perpetrators, broken down by the following criteria:

  • age, gender, and place of residence;
    • analysis of fatalities and suicides caused by domestic violence;
      • assessment of the effectiveness of restraining orders and preventive registration;
        • key performance indicators, including the ratio of persons who completed the perpetrator program to the number of repeat offenses.

          All information in the report is subject to anonymization to ensure the protection of personal data
