More than 10 days have passed since the beginning of the operation of the Armed Forces of Ukraine in the Kursk region, but most countries that Russia considers its “friendly” have not yet spoken out about this first military invasion of the territory of the Russian Federation by a foreign state since the Second World War. The only country that publicly condemned Ukraine's actions was Syria, where Bashar al-Assad credits Russian troops with preserving his regime. The Syrian Ministry of Foreign Affairs expressed “great concern” over the Ukrainian operation, calling it a “terrorist attack” that targeted civilian objects and resulted in the deaths of civilians, including two ambulance crews, and dozens of people injured.
Other countries “friendly” to Russia, including China, refrained from direct condemnation. The Chinese Foreign Ministry noted that it had “paid attention to the situation” and called on all parties to avoid escalation of the conflict. Belarus, through its ruler Alexander Lukashenko, called on Russia and Ukraine to negotiate, without expressing a clear position on the Ukrainian Armed Forces' operation.
The Collective Security Treaty Organization (CSTO) also had no direct reaction to the events, only noting that the organization's analytical service was closely monitoring the situation.
