In the Odesa region, SBI officers uncovered a scheme of illegal forced mobilization of citizens in one of the district territorial recruitment and social support centers. Numerous instances of cruel treatment of victims have been documented, UNN reports with reference to the press service of the State Bureau of Investigation.
Details
As the investigation established, six TRC employees acted in an unlawful manner to improve mobilization indicators. They organized an illegal mechanism for the delivery and detention of men.
They involved three representatives of a local public organization in the criminal activity, who helped search for citizens and collect information about them.
The detained men were illegally held in the premises of the recruitment center. They were beaten, intimidated, and subjected to psychological pressure. The investigation also established specific instances of sexual violence committed against the victims.
Rubber batons, hammers, and other objects used for criminal acts were discovered and seized from the detainees. At the same time, the investigation gained access to a chat where information about the men was leaked—the head of the TRC was also in that same chat.
A total of 9 people were detained. These include six officials of the District TRC and three representatives of the public organization.
The detainees were notified of suspicion of torture, illegal deprivation of liberty, and robbery committed by an organized group (Part 3 of Art. 127, Part 2 of Art. 146, Part 4 of Art. 186 of the Criminal Code of Ukraine). The sanction of the articles provides for punishment in the form of imprisonment for up to 10 years or longer.
The court has currently ordered a preventive measure for the suspects in the form of detention without the right to post bail.

The Ternopil Specialized Prosecutor's Office in the defense sphere of the Western region opened criminal proceedings following complaints about violations of citizens' rights at the TRC.
UNN also reported that in the Zakarpattia region, a man died after being taken to the hospital from a TRC.
