In Odesa region, the director of an LLC was served with a notice of suspicion of misappropriating budget funds during the reconstruction of a barracks into a 39-apartment residential building for military personnel.
The work was carried out under a contract with the Ministry of Defense of Ukraine. According to the investigation, the suspect organized a scheme for embezzling funds: he systematically entered false information into the acts of completed work regarding their scope and supposedly purchased materials that were not actually supplied. Based on these documents, budget payments were made.
To conceal the scheme, after receiving the funds, he made only minimal purchases to create the appearance of work, and transferred the main part of the money to a controlled enterprise with subsequent withdrawal.
As a result of these actions, the state suffered losses of UAH 8.4 million, which were intended to provide housing for military personnel.
Under the procedural guidance of prosecutors of the Odesa Specialized Prosecutor's Office in the Southern Region's defense sector, he was charged with official forgery and embezzlement of property on an especially large scale.
