Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets has taken under his personal control another incident involving the TCC, which this time occurred in the village of Lekhnivka, Khmelnytskyi region. He reported this on Telegram, as reported by UNN.

The Ombudsman published a video showing a 61-year-old man handcuffed to a car, as well as physical force and a gas canister being used against him. As Lubinets noted, this was done by TCC employees.
The incident was reported by the man's son, who is serving in the Armed Forces of Ukraine.
At the same time, the Ombudsman's representative in the Khmelnytskyi region, Oksana Kizayeva, held a conversation with the victim.
He said that he himself went to a doctor because he has bodily injuries. We are in contact with him. I have taken the case under my personal control. Oksana Kizayeva has already sent relevant appeals to the Territorial Department of the State Bureau of Investigation located in Khmelnytskyi and the Khmelnytskyi Zonal Department of the Military Law Enforcement Service to conduct an investigation into the stated facts
In addition to the regional request, the representative of the Commissioner for Human Rights in the system of security and defense sector bodies, Yurii Kovbasa, sent official requests to the Ministry of Defense of Ukraine, the General Staff of the Armed Forces of Ukraine, and the Main Directorate of the Military Law Enforcement Service in the Armed Forces of Ukraine.
Separately, the Main Directorate of the Military Law Enforcement Service in the Armed Forces of Ukraine was required to conduct an official investigation into the possible abuse of office by officials of the TCC and SP. If signs of an administrative offense are detected, draw up a protocol, and if signs of a criminal offense are detected, carry out the necessary procedural actions in accordance with the Criminal Procedure Code
Lubinets also noted: each new incident only strengthens the public demand for transparency, legality, and effective control. Trust in mobilization measures must be restored immediately, and for this, it is not enough to react only to individual incidents.
It is necessary to finally abandon the practices that were formed under the previous leadership of the Ministry of Defense. Each such case must receive a proper legal assessment, and the guilty must be held accountable. Only then can it be guaranteed that these approaches will not be inherited by the new leadership and will never become the norm again. The defense of the state is an unconditional priority. However, it cannot be carried out at the cost of violating the Constitution, the laws of Ukraine, or human rights. It is the observance of legality and respect for human dignity that distinguishes a rule-of-law state even in the most difficult times
