According to FAZ, the ruling "traffic light" coalition stops the payments primarily on the initiative of Finance Minister Christian Lindner: in a letter dated August 5, he allegedly asked Defense Minister Borys Pistorius to stop allocating money to Ukraine and ensure that "the upper limits" of budget expenditures are "respected.
However, all previously agreed upon payments should be made to Kyiv, including the weapons that Germany has promised to transfer to Ukraine. In 2024, Berlin is to allocate eight billion euros to support Ukraine; the planned maximum limit for 2025 is exactly half that, at four billion euros. It has already been planned, and additional requests from the German Defense Ministry will no longer be granted at the request of Chancellor Olaf Scholz, FAZ adds.

At the same time, the German government is working together with the G7 countries to open a financing instrument for Ukraine through the use of Russian assets.
