The Committee on Law Enforcement Activities recommended that the Verkhovna Rada adopt in the first reading as a basis a draft law that strengthens liability for speeding. The document proposes fines ranging from 680 hryvnias to 3,400 hryvnias, and for systematic violators who exceed the speed limit more than 5 times a year, the fine will reach 17,000 hryvnias. The Committee on Law Enforcement Activities recommends that the Verkhovna Rada include the draft law "On Amendments to the Code of Ukraine on Administrative Offenses regarding the strengthening of liability for actions that lead to injuries and deaths on roads" in the agenda and, based on the results of its consideration, adopt it in the first reading as a basis
The draft law proposes to establish new fines for speeding violations, in particular:
- exceeding the speed limit by 20+ km/h - a fine of 680 hryvnias;
- exceeding the speed limit by 40+ km/h - a fine of 2,040 hryvnias;
- exceeding the speed limit by 60+ km/h - a fine of 2,720 hryvnias;
- exceeding the speed limit by 80+ km/h - a fine of 3,400 hryvnias.
It also provides for a fine of 17,000 hryvnias for drivers who have been subjected to administrative penalties five or more times during the year for exceeding the speed limit by more than 60 and 80 km/h.
The draft law establishes that drivers held liable for exceeding the speed limit by more than 60 and 80 km/h will not be able to pay the fine with a 50% discount.
It should be noted that currently, according to Article 122 of the Code of Ukraine on Administrative Offenses, exceeding the speed limit by more than 20 km/h entails a fine of 340 hryvnias.
Exceeding the speed limit by more than 50 km/h provides for a fine of 1,700 hryvnias.
If the violation is recorded automatically (by photo and video recording cameras), the driver can pay the fine within 10 days with a 50% discount.

The Patrol Police proposes to introduce a broader gradation of fines for speeding. For systematic violators who exceed the speed limit more than 5 times a year, the fine will reach 17 thousand hryvnias.
